I am wondering about changing some Policies and also ministers to help improve my Germany's greatest concern - not enough MP to build all the GAR that I would like.

I do understand that foreign MP for Germany works differently depending on whether it comes from overseas (like USA where there is minimal benefits) or whether it comes from Asia because of land connection to Germany - especially China where I have huge MP in some of my annexed provinces). For instance, Chengdu is showing me it has 20 MP (and with large MP comes large base Revolt Risk of 77).

My problem is I don't know if I am looking for ministers and policies that give "Foreign Manpower Use +10%" or do I want "Foreign Manpower Use -10%" for me to get the most MP I can? Unfortunately, the inclusion of "Use" throws me.

Currently my Minister of Security is Goebbels who I am confident about based on the other simpler attribute of "Manpower Growth +10%" which is good and based on my national MP pool, AFAIK. But Goebbels also gives Foreign Manpower Use +10% which seems to sound good - except his description tends to warn that this is actually bad because it states, "... he is in an awkward position when trying to help people in the occupied zones".

Finally, the other place to make changes is in the Policies. Changing Culture to Ethnic Nationalism would be good for the "MP growth +10%", but the accompanying "Foreign MP Use -25%" IF THAT IS A DECREASE IN MP FROM FOREIGN AREAS - means it isn't even worth paying off dissent to change it (gain one way, lose the other).

So, what is the non-technical everyday meaning of the term Foreign Manpower Use? Is that giving more MP, or it is taking more MP from me?

Simply put, does one want +10% or -10% Foreign MP Use? Thanks.

In 1.11 daily manpower gain from provinces is 50% higher. So that should also be kept in mind.

Overseas means no land connection to capital. If your puppets are in the way, than your supplies may get trough, but not your manpower.

It means higher output. The ideas germany starts with are very detrimental to using foreign manpower, foreign resources and foreign ic.

Switching back to this initial idea seems like bad idea if you can use the manpower from India and China.

Thanks for the answer but I need some clarification on 2 points, please.

1) You mention " if you can use the manpower from India and China.". But, as I got puppets in the way, I can just scrub any ideas about trying to increase the MP from China? Right?. I will not get worthwhile increase even with favorable minister and policies simply because I lack a continuous line of German owned provinces to India and China. This is the correct conclusion? Please confirm "yes" or "no".

2) This is the simple question - how to interpret the plus and minus of "foreign MP use"?
a) Does +10% foreign MP use" result in total MP gain (supposing that I had proper land connection)? Can you answer just "yes" or "no" please? The word "use" actually connotates "to consume", so it is kind of awkward wording to figure out if the plus or minus is the thing that gives more MP.

Yes. Oversea you get no manpower during war and very little during peace.

They increase and decrease your use of onmap manpower in nonnational provinces. So it increases how much use you make out of onmap manpower, how much manpower goes into your manpower pool on a daily basis.

Yes, it does.

Well, the best way to help the people in the occupied zones would be to liberate those zones into a independ nation or at least a puppet nation. But instead they remain occupied. So that is a tad awkward.
