Foreign letters in Localisation

I have tried to alter the german king title but the letter ö does not show nor do others that I tried when alter the file in the localisation they instead come up as weird symbols or signs does anyone know how to make it work as I used to be able in earlier versions of the game?

This is what I did and it showed up with different symbols.

king_german;König;;;;;;;;;;;;;x
king_female_german;Königin;;;;;;;;;;;;;x

I use notepad++ on windows 10

In Notepad++ there's an encoding tab, you can choose the character encoding between ANSI, UTF-8, etc.
