How can someone find out the land. navel, infrastructure, and trade levels of other countries? I know you can just look at the capital to see the stability.

IF you download EUSpy or its ilk, you can take a peek at levels, as well as army size, economy, etc.
What I do is, outside of the game, go to My Computer, click C: drive, click Europa Universalis, click Scenarios, click Saved Games, and then click your most recent save. Each country will be listed in the last 2/3 of the file, complete with BB rating, loans, current and future leaders, armies and navies, provinces, and tech levels. I make a point of keeping tabs on all my future targets, ahem, potential enemies.
BTW, I may have listed some of those clicks out of order; I do it from memory rather than reading what I'm clicking.

I find that EUSpy/EUView are easier b/c you don't have to go looking as much, but the downside is you can't edit leaders, armies, etc.
