Just recently i decided to make a small galaxy with one AI empire set to force spawn that i had custom created. I made sure it had the blue padlock active too as you can see in the screenshot.

However on my xb1 the game apparantly ignored the blue padlock on my empire to force spawn it in and generated a random empire instead.

Am i doing something wrong or is this a bug?

I just noticed too a very quick way to confirm that on xbox one at least and possibly ps4 as well, that the game is ignoring forced empire spawn.

Go into situation log, then the victory tab and go to conquest victory.

Instead of saying murgill empire for my test it will show a randomly generated empire name.

I am almost wondering if i am going to have to create multiple custom empires all with blue padlocks enabled in the hopes the game will pick one of them.

UPDATE: Looks like my idea paid off. I made another empire identical to the first one just different race name and picture, had both on blue padlock, and the game picked my latest one.

So it looks like you basically need three custom empires at minimum. The one you want to play and at least two more custom empires force spawned with blue padlock to make the game pick one of them.

Now if only paradox would hurry up and allow mod support on xbox one (and hopefully ps4 as well), enable command line console, and if summer would hurry the heck up and get here, then everything will be perfect!

I made the force spawned empire fanactic pacifist and xenophobe. Im curious if AI will stick to that and not declare random wars on me many hours into the game.

I think you are onto something. Despite only setting the game to feature a single empire an additional one appeared out of nowhere after I rescued a crew from a ship. It was easily taken over minus just short of 20 troops.

Pacifists can only fight defensive wars. I created a game with Xenophobic pacifists thinking they stay alone. I was dreadfully wrong as they formed defensive and non aggression pacts.

I noticed a bug similar to this which i believe was caused by having 2 custom made empires using the Sol solar system, one empire using Sol as there starting system spawned and the other one didn't, the other 5 custom empires i added all spawned normally, i double checked my settings to make sure the padlocks were on too. So make sure you just use the random starting solar system when creating custom empires or the same bug might happen to you.
