A few weeks ago I posted a problem I had where I couldn't get all of my custom civs to spawn no matter what I tried. Well I've figured out what the problem was; the starting systems. Forced spawn does not work with the custom starting systems (trinary, binary, etc). If you want all of your civs to spawn in at galaxy creation, you need to set no more than one to sol/deneb (duh) and everything else to random. Otherwise my guess is that the game won't generate a star system that fits the criteria for every one of your civs (like there won't be a Trinary II with a single Arid world for example), and so replace that slot with a random one it has a system for.

This is a rather frustrating bug because it means that the trinary and binary options are effectively useless but at least if you're like me and have a big OC universe you can play with it.
