Forced custom empire spawn not working

As title, I create like 10 custom empires in the game, and set them all into "forced custom empire"(eagle with a lock icon), and I start a new game as one of them, setting ai empire as 9. I assume I should see my custom empires in game, but it turns out none of them appear in the game.

I use console to check several starts, and even use a mod to remove PDX premade empire, and still, none of my custom empire appear in the game.

What did I do wrong? Or is it just a bug?

Update: My version is 1.5.0, and I also made all of my custom empires in this patch.

The way he set it up - 9 remaining customs and 9 open slots for AI in his campaign - all 9 slots should have been filled with his 9 customs. You can set them to "can appear", "must appear", "never appear".

We're they created before 1.5, and need to be updated because they're currently invalid?
