I went from 182 fleet cap to 592 as a result of this (I have a lot of % increases, and relatively few base ports).
To put this into proper perspective, at year 2296 I have a fleet cap of 592. Will I use it all? Probably not (I'm subjugating other empires for income, but even still that wouldn't be a lot of sustainable income).
What does this mean? At year 2296, using Grand Fleet I have a 690 fleet cap.
Usually fleet caps are in addition to the technology and income restrictions that keep powers from blowing out of proportion, but as I gain power I'll subjugate more and more powerful empires, eventually becoming unstoppable.
Additional tip, early gameplay (if no military rush), build about 20 food on homeworld (extra per turn) before venturing off of it. Later you can replace this with the Capital-Specific buildings (or just switch homeworlds to a Gaia 25 or something similar), but these will massively increase your growth (which is very sluggish otherwise, especially if you take syncretic evolution or have slaves). Aim to keep at least 20-30 EXTRA food per turn through the early game.
