I noticed that the Force Limit calculates its limit based on how many regiments you have on paper instead of how many men you actually have raised. I think it would be better if Force Limit was calculated based on the actual forces you have raised rather than the regiments on paper.

No, not really. You're still supporting those regiments, meaning providing them with weapons, food and reinforcements to replace the losses. That's what the force limit is supposed to represent. This is the very same reason why it costs you extra to support your army when replacing losses.

If you wish to merge your troops to a smaller number, but full, regiments - if you wish to only support the amount of regiments that you have actually raised - there's a button called 'consolidate regiments' that does just that.
