is the correct way of telling the ai what to build, i.e. the army + navy percentages add up to 100. However, when I open a random AI file from the vanilla scenario, let's say ENGearly.ai, it says

thus the army total percentage is 100, as is the navy total percentage, adding up to 200. Is this a mistake on paradoxian.org?

It probably doesn't even matter. I'll bet it's all relative and if you had 1's for everything, it would be the same as having 25 for everything. But in my experience (and when I pay attention) it seems not to matter. In my AI I have

and I have yet to see a cavalry or dragoon on the entire map. Or submarine for that matter.

These are the compositions of each of your navies and armies. There are then other lines speciying the desired size of the army and navy, of which the AI will (apparently) try to divide this up according to those percentages.

So, to summarise, this is correct. The AI doesn't treat your military as a single unit comprising both army and navy, but deals with them seperately.
