Presidente-General,


The occupation of Mexico City has been successful. Our troops have gained a great morale boost. With the city occupied, and troops roaming around the streets, many big scientists and factories have devoted their allegiance to us. To keep the city under control as we advance, factory militias have risen up. With supervision by a few generals, they will patrol neighborhoods, and prevent violence.

With the higher class parts of the city, along with Carranza government officials, Magaña has created a diplomatic corps to settle deals with them. These men and women are a mix of diplomats from the Ministry of Foreign Affairs and city insiders who support ours or Villa’s cause. Los pacificadores, as they’re called, will primarily work in Mexico City, but will have spread has we occupy more cities, and go national, once we win the Revolution.

With funds from the Ministry of Defense, Fabrica Nacional de Armas has been commissioned to study the units and equipment of the Great Powers. With this, we will hopefully advance our units to be somewhat updated. This will make our troops faster and stronger.

With a new phase of the war calls for a new wave of mobilization. With a few months since the beginning of the Pacificadores program (or more specifically the Milicia de los Obreros program) which has now spread through our territories, the more trained and “senior” members have been put into conscription and to fight on the fronts. Along with that, regular men between the ages of 20-45 have also been conscripted.


The Milcia members that have been conscripted have been made into various commanding positions, based on their rank in the Milicia. These men will serve as the next generation’s generals; you might as well train them now.

Presidente-General,

The war against Carranza has been going well. Los Pacificadores have spread even further, as we occupy more of Carranza's land. The Milicia de los Obreros program has significantly lowered the chance of rebellions in the occupied provinces, as they have basically become de facto police. This also puts a lot less strain on our troops, of course. In the north, Villa has been keeping Carranza busy. Even though the latter has the numerical advantage, Villa's troops are skilled at guerrilla warfare. Often raiding Carranza's camps, and dispersing back into the desert. With that, reinforcements can't fight against our own troops. The war seems to be going in our favor...

We have suffered a big blow to us today. Villa's forces have been surrounded and captured by Carranza's men. They put up a valiant fight as they were getting surrounded; not surrendering until they were completely surrounded. Villa's whereabouts are unknown, but people last saw him fleeing with his horse and about half a dozen men in the direction of the American border.

Carranza's men were sent to capture him and his guard, but civilians and even some of Villa's men (both captured and uncaptured) prevented the party from getting anywhere close to the man. Launching suicidal attacks against the search party.

I have feared this for a while, that Villa's forces would surrender, and all of Carranza's troops would be launched at us. But, I have a feeling it won't be that easy. It'll take a while before any of Carranza's men from Western Mexico can attack us, and, from what scouts and spies can tell, the enemy is lightly defended.

Along with that, since the war now seems like it's in the enemy's favor the Yankee Marines have left Veracruz and officially hand it over to Carranza. Now, this opens up an opportunity. The forces there
are tired, hungry, and injured. Supplies are scarce, as Villa had been draining much of Carranza's supplies.

This would be an easy victory for us. The city is a major port. This is one of the ways Mexico trades with the outside world. If we captured this city, this would be a huge blow to Carranza and his men. With Mexico city already under our belt, we'd be even closer to victory.

The war is now clearly in our favor. The populations of these cities have celebrated our entrance. Many are happy to join the Los Pacificadores program, and our troops can just go on and attack the next city. It seems like we will win the war, after all.

Mexico has gone through chaotic times for the last 5 years. But, it seems like it might have come to an end. Emiliano Zapata has won the Mexican Revolution. For several days Acapulco de Juarez was in celebration. Men and women dancing on the streets, parades being held as various generals and their men entered the city. Make-shift confetti being thrown from the windows of apartments, restaurants and bars giving out various alcohols for reduced prices or even for free. It was as if Mardi Gras was being held here.

The celebration got particularly cheerful when Pancho Villa entered the city. He was with his horse and his six men, I guess the sightings were correct, after all. They looked tired and hungry, all the men were thin, along with the horse. Bullet holes were in Villa's hat and jacket. He was escorted by Zapata himself, along with some of his own personal escort. A man walked up to Villa and handed him wine and a few glasses, the company served themselves.

But, with the victory has come a new cabinet, as the political landscape is different and many have retired, serving their time for the revolution.

First off, the man that lead his army to victory, Emiliano Zapata:

Born to a family of farmers and receiving a limited education, he knew what it was like to be at the bottom of the social ladder. In his teens he bought a a team of mules to haul maize from farms to town, along with other products. He eventually rose up against Díaz, helping Madero win the presidency. After a month or so after Madero became president, he rose up again, defeated the Federal Army, and fought against Huerta and Carranza. Now, with the war over, a Parliamentary system has been created, with Zapata being Prime Minister. This leads us to his president,
Eulalio Gutiérrez.

President of Mexico

Elected interim president during the Convention of Aguascalientes he worked side-by-side with Zapata and Villa. He's more of a behind-the-scenes type of leader, and even though he does have some influence, the clear leader is Zapata. During the Convention, he was turned into official president, so he could serve out a full term.

Once the revolution was over, a second Convention of Aguascalientes was held to elect a new president. The delegates were the same men from the Villa and the Zapata delegation, along with newcomers, many being politicians. He was re-elected as President, and now serves alongside Zapata.

Next is the Foreign Minister, Ignacio Borrego.

Not a lot to say about this one. Son of a prominent liberal general back in the 1850's, couldn't find a name, though. He was a journalist and supported the revolution. Now he's the new Foreign Minister.

After him, is Valentín Gama y Cruz.

Armaments Minister

One of the more educated members of the cabinet, he studied at the National School of Engineering. For a year he was in charge of the University of Mexico. During the Convention of Aguascalientes, he was named Secretary of Public Works.

Minister of Security

This is an interesting one. He originally fought with Carranza, getting promoted up to the rank of brigadier general, but another man, one Pablo González got a much higher rank and he was simply put in charge of 1,800 men. On his own accord, he gave out land from the rich in the area he was garrisoned in to the poor. Zapata started a correspondence with him, based of these actions.

But, he was sent by Carranza to serve under Obregón in a separate city, he rode into Mexico City when Huerta's government collapsed. He greeted the Zapatista generals in the city.

At the Convention of Aguascalientes both Zapata and Carranza started to loose their trust with Blanco. First off, he supported Gutiérrez for the presidency but lost. Then, Gutiérrez, Blanco, and a few other generals tried to govern the city as an independent entity by failed.

He managed to re-gain the trust of Zapata and join his cause, and now he's the Minister of Security.


Now, it's Alfredo Serratos Amador. The Chief of Staff and Navy.


Serratos was previously the Security Minister for Zapata during the revolution. He was the head of the 26th Cavalry Regiment, and reached the rank of brigadier general. He was also a delegate at the Convention of Aguascalientes.


Last, is Pedro Caloca Larios.

Chief of the Air Force

An honorary position, but one which Caloca wants to make into an actual position. He studied at a military school and became a major general. He has studied in Mexico, the U.S., and in France. He was the director of the School of Military Aviation. Could this man actually create the Mexican Air Force? Who knows.

As you know, the battles against the last rebels are going smoothly. Our troops outnumber them 5 to 1. With this completely cementing our influence in Mexico, the diplomatic half of the Los Pacificadores program have been put to work to collaborate with local leaders to make a prosperous Mexico. I'll give you two monthly updates on how the program is working out.

Yankee President Woodrow Wilson has gotten mixed reactions when giving interventionist speeches to congress. Even though his campaign ran on keeping the U.S. out of war, he has completely broken that. The first speech he gave was a powerful one, and the congress adored it. The second one, running on the success of the first, was much more sloppy.

Prime Minister and President,

All the bills have gone through parliament successfully. Money is now pouring into education and public health, and we have have fair taxes and minimum wages. The affects of this will be seen throughout the upcoming years as a whole generation will
grow up with an education and with the appropriate health system. Along with that, with investments in the pacificadores crime rates will go down.

With extra funds the Ministry of Finance has decided to fund the building of national infrastructure. This will be costly, but worth it. But, with such low amounts of money in the bank we have decided to issue currency.

We have issued a full scaled isolationist program. With us cutting trade ties with the British Empire, we in reality can't do much. Thus, we can separate ourselves from the war and focus on domestic issues.

Two important stories have happened recently. First off, the United States have guaranteed our independence. Possibly due to the fact that American businessmen have been returning to Mexico, they don't want our markets to fall to another country's hands.

The second is that in Europe the Austro-Hungarian Empire has finally annexed Serbia. After attack and attack, the Serbians have fallen to Austrian and Bulgarian hands. This is a big blow to the allies, as well, they caused the war to happen.

Prime Minister and President,

More news in Europe. The Ottoman Empire (the sick man of Europe they call the Empire) has joined the war on the side of the Germans. In hand, the neighboring nation of Greece have joined the Allies.

In Asia, things are also heating up. Two nations in China, the Zhili Clique and the Guangxi Clique, have declared war on each other, after the Zhili joined the Beiyang China. But, before long, the Zhili regretted their actions and called for peace. The Guangxi accepted and both nation went back to status quo.

We have once again decided to issue currency. Our nation is loosing much money, as we don't produce that much. The money here will most likely be used to build up industry, so we don't have to sacrifice good inflation rates.

Austrian Emperor Franz Joseph I has died at the age of 86. His successor, former Archduke Franz Ferdinand's younger brother, Charles I of Austria has taken control of the Empire.
