Its an expansion, so no, you cant buy it hard copy. Gamersgate (IMO) is the best game downloader, although Steam is just as good I guess.

Not that big? For God's sake they re-worked the engine in order to take advantage of multi-cores. That's not a tiny amount of work or something to simply brush aside.

Never felt any lag in HoI 3 so for me it doesnt really matters.
