No it's not the card, or the computing power of the card, per se. As you see above, SAS asked if you had the same problem as him. And he's got a mighty rig:System

I suspect this is the problem. The Intel card is an integrated graphics card. It is part of the motherboard rather than it's own dedicated card such as something from nVidia or ATI. Not generally good for gaming and most games won't support them. You can check google for any driver updates for it and install them which might help, but I'm pretty confident in saying that the hardware is the problem.
The cities and infrastructure icons get "fuzzy" then focus once your done zooming in and out using the new camera system. I do not have any jerkiness while zooming though. Using the Legacy Camera view the fuzziness goes away.
Severity: Medium (no game operation impact, but hurts eyes after a minute)
Reproducibly: Every time, most noticeable when viewed under the political map mode.
using: 2 NVIDA GeForce GTX 285 SLI'd together with drivers 275.33 (latest ones)
I play on 1600x1024 screen resolution at 60hz
