Your inflation is actually suprisingly low. In my own Portugal game, I've reached about the same year as you and my inflation is already at 8,4. Of course, I had to maintain a large fleet to win my wars against France (and naval upkeep is quite expensive), but still. Game on.
You fought France!? Now that's your problem! In 2.1/MM1.7 France is basically unbeatable most of the time. It takes special circumstances to make possible and even then it is almost always far too costly to even get a WP out of them.
