During the winter in 1944, both Germans and Soviets were preparing for the summer. No major winter offensives were conducted, because the Soviets didn't have the manpower to replace the high winter offensive losses. The German army had good defensive positions, but their army was in no condition to make winter offensives.

Zhukov: Our tanks shall reclaim Ukraine. After that we'll drive the Germans out of Kiev, since Stalin doesn't like encircling tactics...

Zhukov: After that we'll push the Germans back to the -41 border and start our offensive down south. The Romanian oilfields and trapping the Allies in Greece are our main objectives. Belgrade and Budapest are welcome too.
Zhukov: On the Middle Front we must first free Leningrad. After that we'll smash their northern defences and capture Smolensk. Meanwhile Zhukov and his army attack from Vysghorod. Riga and Minsk shall fall and we'll stop at the -41 border.
Stalin: Bravo!
Zhukov: We have messed on the Karelian Front for too long! The Finnish defence positions at Petrokavodsk will be crushed. After that we'll take back Sortavala and Viipuri, and the Finns will surely want peace. After that we could drive the Germans out of Norway, so we'll have the future control of Scandinavia.
Stalin: I want Scandinavia!
Molotov: Why did you have to mention Scandinavia?
