You are both right and wrong at the same time.

The main problem with National Focuses is that AI will use them once it has them and can enforce them, regardless of its strategical situation. Limiting their use in some way might be seen as the way out, but at the same time Germany, for example, should be able to declare war on Soviet Union if Paris is part of the Axis.
That's fine, so you make the condition Paris is occupied or not a war with France.

I couldn't agree more with this approach.

I'm sure the AI team does a lot of good work, but I'm not holding my breath for an AI that can make intuitive strategic decisions the way a human can. It's just not a trivial problem they are trying to solve. It's much more sensible to cover the AI's weaknesses with tighter NF conditions. At least they can reduce the problem to weird edge cases (like Communist France joining the Comintern) with relatively little work.
