So far Japan is doing much better, at least in the 1933 scenario.
Playing as Germany, 36 scenario. Loaded up as Japan late Feb 1940. Communist China annexed, looks like they control about half of mainland China. One isolated coastal province south of Shanghai, one northern province in revolt.
Played Japan in the 1933 scenario. Started china war in 1938 and had no problems. My artillery/engineered double brigaded infantry cut through them like butter.
Germany on the other hand, did not get Vichy untill 1942 or something, and that was after I joined Germany and DoWed Switzerland to open up more of a front for them.
p.s. After Vichy fired, I (Japan) and my puppets were still at war with Petain's France. Germany of course made peace with them, but I guess the event did not think about me?

Since Japan has basically double the IC of China, the earlier the scenario, the more chance they will have against them, I would've thought.
I don't know about the new 33/36 senarios but if you start in 1940 or 1941 China gets destroyed very quickly
So far I've played mostly 1936 in the latest beta, and Japan has done very well. In my game as italy they were able to conquer all of china, and then all of india by 1943 or so. Sadly after russia's defeat the US and germany accepted a white peace and now I can't help out japan who is still at war with the US :|
