Then you have a king who does not have the ability to administer an expanding country, the game is working exactly as intended. An admin 1 king is a terrible administrator, why would he be able to enact economic reforms and integrate new territory at the same time?
That is the game! IT has given you a challenge and you have to choose... without it there would be nothing to do. I think you just want to be able to play a 'perfect game', but EU4 is not like that. Eu4 is all about setbacks and choosing between bad and worse.
It's the 1500s,.... these countries are badly run and the people in charge were very often not good at it.
