I can't seem to find a definitive listing in the game codex on what qualifies as a "basic structure" for purposes of the +15 resource production from "The Economist". I assume that, at minimum, it's the core buildings we get 1 of in each colony.

Are there other buildings that get boosted by this Doctrine?

Does it give +15 Cosmite on the HQ Cosmite Research Center?
