For some reason I can't get the "Finnish Him!" achievement. Bug?

I have did precisely what the achievement told me to do. I never joined a faction and I defeated the Soviet Union, but the game refuses to give me the achievement.

I have a few theories as to why this happened:
- I formed the Nordic Empire, but as far as I know this is just a cosmetic tag and should not interfere with the achievement.
- I sent some volunteers to Germany once, so maybe the game mistook that as joining their faction, but I doubt it.
- Maybe I need a DLC for it? I have all DLCs except the newest one (Battle for the Bosphorus).
- Am I supposed to conquer all core territory of the Soviet Union? If that's the case then I think it should have been communicated more clearly.
