For colonisation, I'd not recommend doing so with countries in the americas....

The resources alone can help tremendously in creating an industry in your state.
Even in the case of Brasil the tropical forest there has it's limits and requires access to colonial forests
relatively quickly in case one is building a furniture and luxury furniture industry, not to speak of other ressources.
