Okay, seriously...

It is 1859. I have been fighting the American Civil War for 4 years now. The Confederate states have been at 100% war exhaustion for 2 years straight. Texas has seceded from the CSA and declared war on them, fighting them to a stalemate. They no longer can muster up regular armies, but they, for some god-forsaken reason, have an endless stack of rebel troops to march along my western frontier, taking my states.

I am out of money, and they must be too. They have no allies, and as far as I can tell, only one event has triggered (the "Have we sacrificed too much?" one, which they picked to keep fighting, of course)

I have a 70% warscore, but it's dwindling down because I simply do not have the resources to fight an infinite amount of rebel troops (who rise up 10.000 strong every time, and also are trained, regular troops).

a) What the hell is going on? Shouldn't the south simply collapse at this point?

b) Where are all these rebel troops coming from, and why don't my occupied states in the west do the same thing (instead of getting 12 rebel troops, essentially useless)?

c) HOW CAN I END THIS WAR? I was happily building my industry base up when the South decided to leave, and I'd like to return to that ASAP.

Getting annoyed by wars in Victoria,

Once you occupy Charleston, Richmond, New Orleans, and savanna you will get an event that annexes them back to you.

Thanks for the ideas... I refuse to let them get away with peace, simply because i've crushed them so badly.... secondly, I did as bud said to do, but they still didn't capitulate.

I think I'm going to just restart and try again from the beginning, this time with an aim to obliterate the south :)

ALthough, it confuses me greatly that 100% war exhaustion doesn't mean the total and complete collapse of the war effort... I mean, that's an abstract of the entire country refusing to support the war, is it not? Massive riots should erupt, a total stoppage of any wartime industry, and a loss of morale should result, rather than some ridiculous notion of "well, our nation hates us, so let's keep fighting to the bitter end!"

You can just rush stacks of troops towards the key cities, and not bother to take any territory in between. If you can take the cities required for the "countrymen again?" event, you should end the war very quickly.
If the Confederates are militarily beaten, as you say, this shouldn't be much of a problem, right? Just ignore the rebels roaming the countryside and go for the cities mentioned in a previous post. Or bring them down there by ship.

How has the CSA managed to hold you off? In vanilla Vic they have about 7 military rating while the USA should have around 100 by this point.

I'm going for a full-on industry, so I totally forgot about the CSA leaving around 1850, so as a result I had a pretty piss-poor military.. plus, I could be wrong, but when they seceded, they took most of my well-developed railroads, AND I think they got some really nice techs that were better than mine in the Army category.

That's what happens when you focus on one thing only :)

Well they start with all the same techs you do, and if you've been building up the south... But still, i'd have thought a military capable of defeating mexico (you did, right?) could crush the south easily enough. Oh well, better luck next time :)

No, they just go back to the pool, same as if you'd sold the land to another nation. They're still the same unit when you redeploy them.
