I'd like to see tried all of the following tied to maneuver (checked separately for each):
Maneuver*2% chance to ignore river crossing.
Maneuver*3% chance to reduce terrain penalty by 1.
Maneuver*10% chance to retreat with 50% casualties instead of being stackwiped.
In own territory, Maneuver*2% chance to apply terrain penalty to enemy instead of self while attacking. (River crossing penalty remains, if any; only in own territory, not allied or other friendly.)
