I wrote to Strategy First again about the distribution of EU in Canada (release day USA vs Canada). Here is the answer (in french)
L'envoi du jeu Europa Universalis va se faire à la fin février, autant pour
le Canada que pour les États-Unis.

Il se pourrait cependant qu'à cause du
système de distribution, le jeu arrive quelques jours plus tard sur les
étalages au Canada.
----But it could be possible that Canadians stores receive it a FEW DAYS after US stores
Je suis certaine que vous n'aurez aucun mal à vous
procurer votre copie. Si toutefois vous éprouviez des problèmes à mettre la
main sur le jeu, veuillez me contacter de nouveau.

It is very weird. I asked to 3 major electronic stores in Quebec City and EU is not even listed! (The only other explanation is these stores are not majors, finally!!)
