Unfortunately that doesn't last either. Eventually (and rather quickly) they get enough food to fill their silos and after that they don't want to pay very much for it :(

However, still want to note that those time frame when you are exploring and finding protection in grand admiral, food production is good enough investment for diplomacy. I usually find a other empire accept 8-10 food per month for 30 years with 100 relation boost. Meanwhile AI empire wanted more mineral or energy in order to get 100 relation as shown on the picture.
