There's a note on strategic bombings in the rules too.

I know simulation of genocides, population exterminations, terror bombing etc. isn't allowed at least in mods (then again DH isn't a mod, but the rules probably apply to any game released or sponsored by PI). Terror bombing is kind of shady since in part the strategic bombing feature in-game is in part terror bombing.

Anyhow, I don't think nations lacking enough food to feed everyone, causing a percentage of people to die of malnutrition is not allowed to be simulated..?

Rules do not say anything against usage of food per se. Just make it so that if there is lack of food then the game is lost with "Failure to comply to paradoxian rules" ending :p Or simply - make it that there is the minimum food available - always (which historically was the case in overwhelmingly large case of numbers.), however, having more then the bare minimum [which is always available] gives some bonuses - be that to dissent control and moral of armies, resource for trade, etc. Plus, with food, many countries finally will have far more historical economies (exporting food & maybe somehow consumer goods as well, importing stuff for production). So, NO malus and thus - NO population extermination. Only bonuses.

In fact are famines even prohibited? The period between 1914 and 1964 saw A LOT of famines, especially in Russia/the USSR and China. The larger ones should definitely be simulated in some way. After all, the Great Purge event in HoI2 also lowers MP growth for years...

by adding POP´s to DH it means you can indirectly kill them with bombing attacks, etc. and this is one thing PI won´t allow...

If food would only give bonuses and lack of food - no maluses (except being at 0 bonus) then no pop's have to be added. Or even better, if even word "food" is "too dangerous", then use the word "rationing" and when food supplies reaches 0 then the status automatically shifts to "heavy rationing" and when it is above some level then there is "no rationing" and that gives some bonuses to morale, dissent control, etc.

Just for the record, when dropping nuclear bombs you directly kill civilian targets, by purpose.

I've always supported the idea of representing necessities of Life, sin they not obviously are necessities war too. Food is the most crucial of them all. Hence we see the military strategy: blockade. A blockade is a common way of attrition. It sometimes has the potential of being so successful in damaging the enemy that it might quickly become a decisive action that will suffocate the enemy's war potential and end the war. Germany lost WW1 because of the allied blockade and Japan lost finally surrendered in WW2 after the US blockade.

All serious grand strategy games I know of reflect food as a resource...

IIRC nuking a province causes the amount of MP in it to drop.

IMO this ban on terror bombing is quite stupid, as terror bombing campaigns were extremely common throughout WWII and were carrier out by both the Axis and the Allies. In other words they were a key part of the war. Besides, HoI2 and HoI3 even more so simulates them partially anyway (national unity drop in HoI3 etc.).

But that's just my opinion and not really related to this food resource thing. :)

That's always been part of warfare (terror, pillaging, famine etc.). It's realistic, really.

However, I see no problem with abstracting those things. HOI3 has "Total Exploitation" occupation policy, which is self-explanatory and few people complain about it.

That's always been part of warfare (terror, pillaging, famine etc.). It's realistic, really.

However, I see no problem with abstracting those things. HOI3 has "Total Exploitation" occupation policy, which is self-explanatory and few people complain about it.

In the end its pretty useless, whether abstract or not you could just make an event. But the biggie is the fact that its part of the forum and game rules.

What is useless? Occupation policies? I like them.

I agree that rules must be abided by, but PI isn't very strict with them outside of HOI universe (and even in HOI games sometimes they take liberty of ignoring them, although it's rarely explicitly mentioned...).
