Font blurry 2560x1440

Trying to do the tutorial but the text is blurry its hard to read.
I was looking in the option but didn't find anything helpful.
Change the gui_scale=1.30 so I could read it at all. But the text was blurry before that also.

Is there any way to fix the text so I can read it?

I have an RTX 2080 ti.

EDIT: CR2 and EU4 I have a problem with unfocused, blurry the text, but HOI4 and Stellaris works fine.

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/EU4/settings.txt.
From your Documents/Paradox/EU4/logs/ folder, attach system.log .

I have included the files you asked for.
I found a way to get a more clear text and that was by using mods Better UI 2 and Better Font Mod.

Try these settings:

refreshRate=60
fullScreen=yes
borderless=no

If still no good, right click on eu4.exe , properties, compatibility. Tick the Disable fullScreen Optimisations box and Apply. If still a problem click on Change High DPI settings, and tick Override High DPI scaling Behaviour.
