So I know that two characters can become rivals when their opinion of each other reaches negative one hundred but how is a character's foe determined in game? Now logically anybody seeking your demise would be your foe, however in my current game somebody's plotting to kill my character and I unable to duel him because he's not a rival or a foe. Needless to say, I'm confused.

Everyone is your foe!
Haha no it is a little wonky how it works but you have to have a special interaction with the character in a specific way in order to get him as a "rival" under the relationships tab. So either cuckold him, steal titles, or special events will pop up changing certain characters to rivals. But negative 100 opinion doesn't automatically make them a rival. You can't just make someone a rival without a mod. Even if they hate you they aren't necessarily your rival, they just hate you.
So... difference is i guess. You usually will have many many foe's, but few rivals and unless they're your rival you can't take special dueling action against them. You can still assassinate him though! : )

I understand that. The game made a point of making a distinction between rival and foe, which inspired me to ask the question. In this particular instance however, my assassination plot doesn't have enough plot power yet, so I'm hoping I can solve the problem with a duel before his plot finds enough backers. Always gotta have a plan B after all.

You can try to antagonize him using the new sway/antagonize system, but it's not guaranteed to make him your rival. Or you can seduce his wife, but he might not find out (or you might fail in the seduction attempt), so that's not guaranteed to work, either.

Cuckolding him is probably the best way i've found though! So effed up... lol. Hopefully his character isn't ugly or old!

Plot to kidnap, then after the kidnapping fires and they're imprisoned, mutilate/torture. I've never done this and NOT gotten a rival out of it. Most of the person's family will hate you afterwards though.

To be fair, if that guy tries to kill you and fails then you should get a huge modifier called "Tried to Murder me", which is -100 I think.
