And make use of minor nations even harder to conquer with?I think the generic tree should not give so many free factories because it doesn't scale. However, it should have percent modifiers instead - like increased construction speed and production efficiency. The final construction focus maybe can add 1 factory, but for the sake of scaling I think giving national modifiers instead will keep minors relevant but not overpowered
