Fluctuating German IC Capacity

Perhaps this has been posted but I'm seeing in 1.02 the German IC capacity jumping around a lot. I am not doing any IC upgrades in provs but I'm seeing in '36/'37 my IC max capacity jumped usually between ~284 and ~368. I have no idea why this is happening. Dissent is always 0%.

Anyone else seeing this and have an explanation?

I definitely had plenty of coal (40K) and oil (30K) and my trades resulted in breakeven (no coal conversion) for steel - I did have to convert some oil to rubber. In other words, I had enough resources to run my IC's at max. Also, this is is staying at one level for a while (weeks or months) and then reverting back.

What is the intended default max capacity for the german economy starting in '36?

FAQ says 315 for Germany in '36 and I made no upgrades.

Would be surprised that no one else has had this problem...

It has happened to me too.
Sometimes my IC total is larger than the number of industries on the map but I think this is ok since I had an industrial entreprenuer minister ro something. Whats scary is what you describe when values jump around for no reason.

Also dissent seem sto lower IC out put with !% for every !% you have in dissent. Something for the online manual.
