Most major cities in the game have Farmland or Grassland as their terrain type (Paris, London, Wien, Prague, etc.). The notable exceptions to this are Venice (Coastal), Holland (Marsh), Florence (Hills) and Genoa (Hills) which have terrain that increases development cost.
Venice and Holland get an event and decision respectively, that give major reductions to development cost. Unfortunately, the birthplace of the Renaissance does not get similar treatment, meaning that Firenze is rather expensive to develop (they have the Important CoT modifier, but so does Venice and Holland).
I'd suggest adding an event or decision that would give Florence a reduction in development cost.
