So, I was in a Free India run, joined the axis and we defeated everyone except USA and Britain. We kept fighting, but even though Japan and Germany were incredibly powerful, we were in kind of a stalemate and with the super laggy late games I was getting annoyed. I decided to try flipping them to fascist, hoping they would stop fighting us but even though I managed to flip both the US to Free American Empire and the UK to the British Empire (both fascists then) they still kept fighting us!! And more hilariously, the Free american empire were before on our side because I was able to cause a civil war, but when I flipped the US to fascists they became the whole country and kept fighting us!! Is this working as intended? Because it sound a bit counter-intuitive
