I have only recently returned to playing Stellaris again when I encountered a rather strange bug. The bug in question being a flickering screen issue that occurs only when moving in Galaxy View, however I do not own all of the DLC and this particular issue occured only after I purchased The Federations DLC.
I tried looking up online if anyone else had similar issues but only found a few threads from last year where it was tied to 144 hz screens so I tried setting it to Fullscreen 60hz and restarting the game which eemed to solve it but I thought it was weird so I set it back to Windowless Fullscreen and turned Federations DLC off and there was no flickering when I started up a new game. I tried several different starts but it all seemed tied to Federations and the save in which I started on a Shattered RIngworld and I have no idea how to fix this vague inconsistent bug while keeping it at 144hz.

Well, as a non-action game refresh rate is not very important - do you feel that say 72hz or even 60hz gives you a worse visual experience? I wouldn't have thought it would be noticeable.

Also, if this is on the same machine as before you may have old caches. Delete everything in the Documents/Paradox Interactive/Stellaris folders , except an valued save games of course. Does that help?

If that doesn't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Stellaris/logs/ folder, attach here system.log , error.log .
