How will the fleet sizes vary in the game? Will it be like whole fleets facing off against each other as shown in WWW, or would some small scale destroyer vs destroyer combat happen as well?

Depends on the size of the fleet you send out... if you send 1 lone destroyer on a patrol mission or your entire fleet on a search and destroy mission.
Maybe you are in luck and the bulk of your fleet is able to engage an unescorted french battleship off the coast of spain...
Maybe you are less lucky and you run into the entire british navy with your preciously built cruisers...
