Fleets have a mission setting "aggressiveness" which can be "Cautious (Default)" or "Bold", and "Bold" is supposed to allow doing mission near the enemy fleets. However, it seems like it doesn't affect trade protection: it's not mentioned at all in setting's description, and "bold" fleet still runs away far from (blockaded) enemy fleet to home port.
