When two or more of your own fleets engage in combat in the same sea-zone, each of them should engage at their own optimal range.
Example: If you had a fleet of BB's and a Fleet of CV's and they were attacking an enemy fleet of BB's, your CV's would seek to engage at their optimal range, while your BB's would close to engage at their own optimal range.
This would give players more flexibility in designing fleet tactics. Those who wanted to keep their BB's safe would group them with CV's, while others could make two separate fleets that travel from province to province together, both fleets engaging each enemy at their ideal ranges. They would obviously suffer higher casualties, but would also deal greater damage (potentially).
I have no idea if this is something that can be patched, or would have to be designed from the ground up in a later HOI game (HOI3?).
Apologies if this has been brought up before...
