Starting as USA, and trying to re-organize fleets into useful groupings without the starting Fleet names ; the 'delete' trash can says that Fleet will be destroyed, and units dumped into reserves ...
does this action just ONLY remove the old name ?

When you press that button, the confirmation window says 'The ships will be DESTROYED'. Destroyed, means destroyed. Once they're gone, they're gone for good, never to come back.

For what it's worth, here is what I do with the starting fleets:
1. Merge all task forces into one giant task force and move it to one naval base.
(1a. Split off the carriers into a separate task force, and then DESTROY that task force, as I find the carriers are useless IMHO)
2. Split that giant task force into a 'Submarine Reserve' task force containing all submarines, and a 'Surface Reserve' task force containing everything else.
3. Put both on training duty aka 'Naval Exercices' mission, set both to automatic split-off for repairs.
4. Configure the ships in production queue to deploy to either 'Surface Reserve' or 'Submarine Reserve' depending on ship type.
5. Create appropriate task forces as needed out of the reserve task forces, and name them as desired.

For @Mousetick,
Thank you for a clear description of how to consolidate starting Fleets; and I can agree with items 1, 2, 3, 4, and 5 .
But ( 1a ) ???
Give that scallywag 50 lashes with the Cat-o-9-tails and then Keelhauled from STERN to STEM !!

CVs were, and still are, the embodyment of mobile naval airpower in USN WWII, and beyond; "We'll bring air to YOU !!" .
After Pearl Harbor, Battleship Row was devestated, ARIZONA sunk, OKLAHOMA turned turtle, other BBs damaged severely; while the CVs were on patrol (they were the main targets that the Japs MISSED) .
The USN had to face a Reality check; that the days of BIG battlewagons had just been trumped by naval AIR, and CVs ... but by at large, the BBs and BCs had now become the HUNTED, rather than the HUNTERS ... so Cruisers rose to the fore front of building [cheaper, quicker to mass produce], along with DDs, SSs, and of course CVs .
The North Carolina and Iowa class BBs were built { 6 in total, I think } .

Carriers aren't as overwhelming as they are in real life, but they are far from dead weight lol. I can understand why you wouldn't want to build new carriers, but why on earth would you scuttle all of your carriers on purpose?!?! Even if they are outdated, CVs can still carry advanced naval bombers. In fact, I would say that by 1944, an outdated CV is more deadly than one of your New-York class BBs.

You're welcome!

I knew the (1a) bit would be controversial... lol... I certainly didn't mean that this was the right and only way to proceed. I was merely telling what I usually do with carriers, as a practical use of the 'DESTROY' button ;)

In order to appease the carriers fans, I've edited my post to say: "I find the carriers are useless IMHO". In the game, obviously.

I told myself I would give carriers another try after 1.9.3 since they've been rebalanced, but haven't done so yet. All hope is not lost.

I get your point, but even keeping the old carriers didn't seem worth it to me. I'd rather only research land-based naval bombers which do quite a fine job, than spend additional research and production on their carrier-based version. I don't see an obvious benefit to using carrier-based naval bombers. For instance I never have any issue with range that would require the use of a mobile airfield.

'Elder' CVs still have uses in single CV TFs (1 CV, 1 BB/BC, 6 CAs/CLs [with spotter A/C], + screen) can be let loose for submarine hunting, convoy raiding, or convoy escorts; and if the Game allows, the Fleet Supply Train !
