Just wondering about this.
If I play whatever, let's say Portugal, and ask for fleet basing rights from Ming early game, I get a 2 ducat monthly cost for these rights, even if I don't have any ships in their ports.
I noticed my huge harbour costs (up to 6 ducats) after a while and started cancelling these deals in my Portugal game.
Shouldn't the cost be when you got a ship in port rather than a constant cost for every port they have?
