Hi, I am in a game currently as Germany, and I decided to start colonizing Africa, so I grabbed the Expansion idea and got myself a colonist. Now I went to the place I wanted to colonize, and it turned out that it was too far, so I got fleet basing rights from first Portugal, and then Kongo. It seems as if that didn't change anything. I played a world as England, and by getting fleet basing rights with one of the native Americans, it allowed me to settle nearby. Is there something that I am missing here? Any help would be appreciated.

Also, yes, I know that it is odd to colonize as Germany or one of the German states
