Fleet basing access in tributary's colonial nation

I'm currently playing a co-op MP game where I'm Ming and my friend is Korea. He's currently expanding into america and is doing so rapidly due to my financial support. I decided to send some troops over to help take care of the rebels in Mexico. However, when my ships got there I realized they couldn't actually enter the ports there (but my land units were allowed to enter the nation). Strangely enough though, I couldn't ask for fleet basing rights since "The overlord of a country's overlord does not need specific access rights".

My ships are down to 35% durability and won't survive the trip back, what should I do?

(This is on the 1.22 patch with all expansions for that patch. I saw nothing about this mentioned in the patch notes for the 1.23 patch)
