I noticed a couple of times in the dev clash that when one is unconditionally surrendering, one's fleet leave their ports and can then be attacked.
I don't think this squares with the logic of unconditional surrender, which means raising a white flag, stopping the fight. The land troops are exiled and cannot be attacked because they have surrendered. Something similar could be applied to ships. For instance:

- There is currently no mechanics for having ships tagged as exiled, and perhaps there are programming difficulties in making so. But if possible, it would solve the issue; the ships would no longer be exiled as soon as the peace treaty is signed.
- To be determined: whether exiled ships use sailors; whether light ships could trade, other missions, etc.
- An alternative solution would be that when one country unconditionally surrenders, the ships stay in port, even though the provinces are occupied. They can remain safely there until the peace treaty is signed.
- To be determined: whether the player can decide to move her ships before the peace treaty is signed.
