Preface: I have been trying to find a mechanism that makes the game more exciting after the initial years. Playing the succession campaign with Noricum (1) I enjoyed very much my wars with Rome where I did not take much territory and Rome was always a strong enemy that put a good fight. However, the Meta dictates that the best course of action is to conquer the most territory possible from your enemy as you negate the source of its power (POPs) that are transferred to you with its territories. This is accurate, but makes the game dull after the initial expansion, leaving no challenges left for a veteran player.

Observation: the game already penalizes migration attraction when one territory is looted or occupied. However, the migration speed is unchanged (2), thus wars do not have much effect on migration from those territories.

Suggestion: when a territory is looted or occupied the migration speed increases +20 to reflect the urgent and immediate decision of POPs to leave that territory to other territories with positive migration attraction.

Why:

This will transfer POP's from occupied territories to non looted or non occupied territories. The invaded player will concentrate its wealth (POPs) in the territories he can defend and when a peace deal is reached, only land with less POPs will be transferred. This way the player who lost will have a second chance to regain his/her glory.
