I don't know if the game is programmed like that but:
1. When the game is paused, I may try to exchange maps with other nations without wasting a diplomat. I managed to have some like that.
2. Some missions don't disappear after the conclusion. You make take profit of that if you're clever enough.
I have played Genoa (altering the GC) and I was forced to take some missions I didn't want (conquer X province, vassalize France (!)). Perhaps because I have still no clear what the parameter countrymission is about and I put the wrong one.
