I want to preface this by saying I am no historian, so what I know of history and Russian history in this case is mainly from documentaries and the like so may not be entirely accurate.
From my understanding the existence of Russian culture in the 867 start is extremely inaccurate, as from how I have heard of it Russian culture evolved similarly to English culture as it developed from a Norse Ruling Elite influencing and integrating with the native East Slavic people and during the period would have been referred to as Rus that itself eventually splintered into the cultures of Russian, Byelorussian etc.
So assuming my understanding of this is correct (and if it is not please feel free to correct me I would really appreciate the lesson, and even outright ignore this suggestion) I think a flavour pack focusing on the rise of Rus culture and revolving around the Kievan Rus could be a very good addition to the game.
My main suggestions for this would be, 1: Have the Russian culture be split into several East Slavic cultures, and have Rus culture (the replacement of Russian) instead be a creatable culture via decision (similar to Norman, English etc.) that can be taken via a Norse ruler (for example Rurik). 2: A way to properly represent the Kievan Rus which was a incredbly important and unique entity, it may not be an entirely in depth or interesting way to do it but it could potentially be done through the introducing Tributaries, could also expand on this using the Fuedal Contract system to create Tributary Contracts (do you tributaries pay you in taxes, or do they pay you levies etc.), and another interesting idea could be hereditary tributaries (eg. them not breaking upon your/their rulers death which is how I remember it working in CK2) perhaps limited to only rulers of your same dynasty or to any ruler but only for as long as you maintain more relative power over them.
I would be really interested in hearing other peoples thoughts, I dont really feel too strongly about my suggestions I mostly just like the region and would really like to see it expanded on and given more depth and flavour so would really like to hear other peoples thoughts and ideas.
