Did about half a dozen different flashpoints so far including Steiner and FedRat alliance ones. I wonder if it's RNG or it's actually hardcoded to follow the lore that Steiner payouts are by far superior to other factions.

As an example - for Steiner alliance flashpoint I got a Gauss+ (2 tons lighter than stock) with a grab bag of goodies and a bonus Hatchetman (for running Target acquisition with a proper 320T+ "scout lance" i think), while the Davion's alliance flashpoint rewarded a piddly pulse medium laser and some misc goodies.

@Leraje_ when you said you used a proper 320T lance, what is your lance composition?
Atlas II, Story Highlander & King Crab to deal with first 2 beacons and an Enforcer to deal with beacon closest to exfiltration point. All of them jump-capable. Come to think of it, I probably could've setup a Banshee to play that role.

Edit: Just checked and Banshee 3M or even better yet Cyclops 10Z can be kitted with the same firepower/movement stats as the Enforcer and a better armour to boot :)
