Flak Cannons and Barrier Point-Defense should both be Tier 2 techs.

Currently Barrier Point-Defense is Tier 2 while Flak-Cannons are Tier 3. These are equivalent techs with the same research cost, it makes no sense for one to be tier 2 and other tier 3. Both should be tier 2.

IMHO it might be fine to improve Flak Cannons and keep the tech where it is but right now the tier is not justified.

What would be the point of that? There is a basic P slot weapon, a medium P slot weapon and an advanced P slot weapon, both in flak and point defense categories. Having them level as they are, and just making them the same tier is the least affecting logical choice.

What's the point in having two very similar P-slot weapons?

IMHO making the two weapons more different would justify keeping both of them in the game, which right now the game mostly doesn't justify.

You really want to squeeze one of the middle techs towards the top one? For what reason? This will just lead to people "laddering" their point defense weapons using P defense at tier 2 and flak at tier 3. The middle tech weapons need to stay on even balance against each other, as they are now, so that they are an interesting choice, not one being a stepping stone over the other, what would happen if you would buff one to of them.

AFAICT, the current P-slot meta seems to be Flak until somewhere around repeatables, then Point when your Physics techs fall into Energy weapons boosts.

Your worst-case ("laddering") sounds like it would be more interesting than the current state -- and having Flak be "one tier up" might justify enough boosts to make Flak competitive against Point in the late game.

But anyway, I didn't mean to derail your suggestion.

You're right that there is a tier disconnect right now.
 
True, under current meta Point Defense is definitely the choice, and even sooner than repeatables, for very simple reason, that you are facing mostly larger ships with less evasion and late stage P defense have not terrible tracking including additional boosts.

Edit, I mean its a choice in close combat ships that will be using it to fire against other ships and starbases, not for ships that will only be sitting at a stand off position and using it to tackle missiles and strike craft. unless they get stripped of escort and forced into close combat.
