Flags and some other suggestions

I see in game is still many wrong flags. Some examples:

- After successful Italian invasion of Albania Italy doesn't release Albania as puppet: http://en.wikipedia.org/wiki/Albanian_Kingdom_(1939–1943)
- There are no Mandatory Palestine and Emirate of Transjordan. It's neglect for me, because in game is French Mandate of Syria.

One more thing: why there is no Territory of the Saar Basin in scenario 1933?

Also, Germany in 1933 shouldn't have any air unit and hq. I know that they started production of warplanes before creating of Luftwaffe, but in 1933 they hadn't any corp, division or just wing. Whereas Truppenamt wasn't a general staff - it was just a organisation which masked violations of the Versailles Treaty by the Germans.

There are some bugs in German government in 1933:
- Chief of Abwehr (in game Head of Military Intelligence) was Conrad Patzig: http://de.wikipedia.org/wiki/Conrad_Patzig
- Chief of Truppenamt (in game CoS) was Wilhelm Adam: http://en.wikipedia.org/wiki/Wilhelm_Adam_(soldier)
- Chief of Reichsheer (not to be confused with chief of Reichswehr, in game CoA) was Kurt von Hammerstein-Equord: http://en.wikipedia.org/wiki/Kurt_von_Hammerstein-Equord
- Hermann Goering was minister of aircraft from may 1933, in march 1933 there should be black shadow.
