Does anyone have have a "manual" to make a hoi2 flag for classic hoi2 and DH on programs like bimp or paintDOTnet? I don have photoshop. I have sheild/flag I must make and its not a good thing to request about that all the time.

Il try, but if it is the program I think it is I reclal the quality for regular sheilds and flags was no that great.

You will find that there is a version of photoshop available under free licence on the web. You just need to search for it.
It is an older, official version from Adobe, and Free.
EDIT: It is called Adobe Photoshop CS2
From what I can see Adobe Photoshop CS2 is not free its listed as trial and has a status as comercial. However I found this one: https://adobe-photoshop-9-cs2.en.lo4d.com/ its last update was january 2013.
Is there any way you could use gimp for making sheilds and flags when you work with this? like a step by step.

Made an other atempt with this old tool. The sheild is alright, but the flag is not that good.
The results gets better on 70x44 thats for sure.

This is a simple utility I made with Irrlicht
to create shields and flags for Hearts of Iron 2.
Simply click File->Load and navigate to whatever
you want to make a flag out of. The new images
are named Shield_New.bmp and Flag_New.bmp and
are ready to be put into the game.
Note that all images are resized to 70x44 in the
program, so creating images in this size will
avoid distortion in the shields.
Also note that pure green (green == 255, red and
blue == 0) is used as transparent, so avoid use of
it unless you want an oddly shaped flag.
See example.bmp for a sample flag.

You don't need the latest Photoshop, I use an antiquate Photoshop 7 from ~2000 and it just works fine.
