Below is what I was in the process of typing until I found a post by an employee suggesting something. I went and tested and it was the ultimate cause for the issue so many are having right now, and all of it could've been avoided if there was simply a tooltip or piece of text that appears explaining this. Several people have run into the issue of being unable to upload a mod they have because of a grey button. The reasoning was unknown, but this final test solidifies the cause of it. The update of launcher version 2022.10, as was present in the beta and now the standard version, has a maximum tag limit for mods of 10 tags. Mods with more then ten tags are unable to be uploaded via denial through a greyed out button. This is all fine and all, gotta follow the new steam guidelines after all, but could you guys have at least added a piece of text saying we're over the tag limit of ten if it detects it? Really would've saved a lot of stress and hassle for a lot of us. Especially since figuring out why mods that where previously uploadable are no longer uploadable, as I tested with attempting to upload the same files that are already on the workshop and running into the same issue despite them having been uploaded successfully before. So I suggest to please do so and to release a PSA of some kind to better elaborate that this is the case before patch 1.34 hits. that way there won't be as bad of a flood of people coming here freaking out that their mods won't upload. Trust me, you'll be doing yourself a favor to get that situation solved before it happens. Even if the text solution doesn't come out until after the patch, just having the PSA will make a big difference. Make sure to use key words like Greyed Out and Mod Upload so people will more easily find the post when trying to search for the issue they're having. In the mean time, I've posted on every post I came across hoping to spread this knowledge to others incase it solves their issue. As I saw the ones that mentioned a problem had mods with more then ten tags in some cases. The solution is simple, the cause was accidental negligence through a lack of communication.
Has been confirmed through extensive testing on my end to rule out other possibility for the following the be the case shown in the image below. Worked out with the help of another paradox employee, I can conclude this is a launcher issue and has nothing to do with the mod itself. There is a strong correlation that the recent version of the launcher is causing a strange issue making uploading specific mods impossible for no discernible reason. One test that proves this to be the case beyond a shadow of a doubt is that attempted to upload the identical files that have already been uploaded to the workshop previously under a different version of the launcher can not be uploaded now. Despite it having already proven that it can by being on the workshop, and proving there is an issue with this version of the launcher as now it can't. Linked below are the Help Ticket I was dicussing the issue in with an employee, another modder with the same issue, and another modder that had an issue with the beta version of what is now the standard version, but not having the issue in what is now the previous version of this launcher. Along with another user having the same issue with the launcher, but in a different paradox game of HOI4 and several other. All of which, minus the beta issue appearance, happen after the launcher version appears on August 29th. So to make it clear, this is not a mod issue, but a launcher issue, and therefore a Technical Issue, that was present in the beta and is now in the standard version of the launcher and require technical support. Making mods that have no reason to not be able to be uploaded onto the workshop, such as my example test of using already uploaded files, unable to upload for some unknown reason.

[SOLVED] PDX Launcher v2 BUG "no mod upload"
As this behavior first appeared for me in the Beta version (I returned to the normal version) and now some days later the normal version (2022.10) is affected as well. I installed an old version (2022.1 - 2.3.0) and it works again, then the...
