yes, i was thinking the same.
the IC are distributed like that (1 IC in places were there shoudn't be 1 IC) because, if there is 0IC you can NOT build ANYTHING, that's the point, by removing the IC from Scapa Flow, Malvinas ( ;) ), etc you make them useless provinces, imposible to defend. (no coastal/land forts, no IC upgrade, no AA)
although it is good to have a more "historical" distribution, i like the "balanced" distribution that Paradox made :D

I saw this idea posted in the "suggestions" forum some time ago, and didn't give it much thought.

In hindsight though, maybe it deserves another go.

The suggestion was to increase the IC level in most provinces by a factor of 10, but leave the 1 IC provinces at 1 IC.

This means that the 1 IC provinces can still build anything they want, but have only minimal effect on the overall production level of the country.

Of course, all resource levels, all build costs, and all research costs will need to be bumped up accordingly.

Since there is effectively 10 times as much IC available, you would also need to bump up the supply usage by a factor of 10.

It is my understanding that all these things can be modded.

The down sides as I see them revolve around the following.

The resource pools can only effectively hold 1/10th as much due to there being a limit on their maximum size.

It basically becomes impossible to effectively increase IC's anywhere (ie it would take 10 years to increase the equivalent of 1 IC now).

I don't see either of these things as necessarilly bad, since I believe there are too many resources available anyway, and pre-war production levels are also too high IMO, so this point sort of evens out.

The only other real concern is that other province improvements are signifcantly reduced in price, if not in time.

I'm definitely a supporter of Mercy's idea, I think it would improve the game. There's a few things (other than what you already mentioned) that makes it a non-option for modders :(

- Strategic bombing 90% loss of effectiveness
- Transports (need 10x) and the convoy war


The real solution would be for Paradox to change this which seems unlikely. Basically they'd need to increase (10x) IC in most provinces while leaving the provincial backwaters at 1 IC, then change resource consumption to 0.1 of what it is now. This would leave most of the system intact, however there would be a need for changes in

- events
- industry upgrade system
- IC cost for all upgrades
- IC cost for supplies, units, R&D and CG
- strategic bombing effects for IC
- IC recovery rates from strategic bombing
- (maybe) minister effects

Perhaps if we were to bump IC's up by a factor of 5?

IMO Strat bombing is way to effective as it is anyway.

There is still the problem of the convoys though. I think you could probably work around this by leaving tranpsorts at their current cost. I don't understand why you get free convoys as it is. Getting a small amount for free, and having to pay for the rest seems more realistic to me than the current.

Once again, I believe that transports are too cheap anyway. Reducing the cost might also mean reducing their transport capacity to at least keep them in line with current troop transport limits. Thus you would need five times as many transports to carry the same number of troops, but they cost five times less than they do now, meaning that there is no real change.

You might have to give some more countries the transport doctorine, but I don't see this as a major problem anyway. I could never figure out why Australia can't build transports to start with, and I'm sure there are many others.

By raising industry by a factor of 10 in "real" industrial areas (ie Berlin goes from 30 to 300) you can have a value of 1 in pretty much every province in the game without noticeably affecting IC for countries. This would enable AA/fort/infra upgrades in all those island, mountain and desert provinces with no other impact on gameplay.

It can't be modded in because it breaks so many other things, it would have to be a Paradox fix.
