In this post I'm listing problems which arise when building new armies or navies from templates or creating new members to existing ones with the "+" button and what could be changed to fix them.
The first issue with army and navy autobuilders is that they don't take the province's entire building queue into account but rather army autobuilder only considers regiments that are being recruited and navy autobuilder only considers ships that are being built. This results in frustrating situations where army autobuilder assigns regiments to be recruited in coastal provinces where two Heavy Ships are already queued for construction forcing the player to manually remove them from the queue so that they won't be ready years later than they should be. Fixing this doesn't take long.
The second issue is that while army autobuilder distributes regiment recruitment to different provinces in a sensible way the navy autobuilder doesn't. How many coastal provinces are used for building ships to an existing fleet depends of whether the fleet is at sea or at port. If the fleet is at sea then all nearby coastal provinces are used. If the fleet is at a port then only those coastal provinces that have land connection to the said port province are used. In the worst case scenario your 20 new transport ships are assigned to be built in a single province. Same applies when attempting to build a new fleet from a template.
Ship construction is also heavily concentrated to the provinces close to the fleet. Provinces right next to the fleet may have several ships queued while provinces that are a bit further away can have one or no ships queued as if it takes a year for the finished ships to sail to the fleet. Since ship construction time is usually much longer than their travel time to the fleet and the fleet can be at a mission when new ships are ordered I suggest that ship construction is distributed to provinces in the following way: Valid provinces for ship construction are all owned coastal provinces within 15 sea tiles that are also connected to the target fleet by a some path made of "Supply Ship Reach > 0" tiles(so that ships arrive pretty much intact). Valid provinces are sorted so that highest priority provinces are those where the ships are estimated to be finished first and at equal finishing times the closest province wins.
